Bust: While bra-less, measure around the fullest area of your bust & straight around your back.
Hip: Measure around the fullest part of your hip, again ensuring the tape is straight.

Draw attention to your top half to balance out with the bottom half. You can be experimental with colour, mix and matching brighter, bolder colours on your top with muted colours on your bottom. Try not to cover up your bottom half too much, because this will draw more attention to the area.
